General Construction Sector Collective Agreement

The descriptions of units described in this newsletter 11 are usually these. However, there have been some changes in the union organization, in the training categories or in the size of the registrations that warrant a second look. We would continue to consider that the following, modified descriptions of existing units, are appropriate for the general construction sector. Pipeline workers, who are generally represented by the Plumbers and Fences Union, do a different job than the members of this Union in the general construction sector. The terms plumber and pipe maker are unable to describe this type of work that is different, but which is nevertheless within the jurisdiction of the United States. This includes the work of knives, braces, bollards, etc. Welders are one of them. We proposed earlier that related welders be covered by all craft certificates. We think it is useful to create a specific unit for these employees.

However, it is difficult to find an appropriate descriptive word. We therefore propose: h) certificates covering all construction workers. Proposals: In the future, construction units will be sectoral. A general collective agreement or branch collective agreement is a civil contract whereby the minimum wage in the construction sector becomes mandatory for all companies in the sector. The social partners and representatives of OSEOK, DEOK, PEO and SEK consider the agreement to be a mutually acceptable and equitable solution, given the unfavourable conditions created by the financial crisis. In this context, the unions have pointed out that at some point, when conditions permit, workers will again claim the benefits they have lost. We say that foremen are included in a unit. Specifically, we are talking about non-executives in pre-employee positions. Executives are not employees and are automatically excluded. There are a variety of terms for people foremen, including lead hands, superiors, general foreman, etc.

The rule is that if they are not directors, they are included in their business unit, regardless of their title. In European countries, a general agreement is used as an effective instrument to protect workers` rights and support skilled and motivated workers. At the same time, these general sectoral agreements are being used to combat the underground economy and illegal wages. Most construction workers who opt for union representation choose the construction union that corresponds to their trade. There has been little organizing by industrial unions in this area. Union workers maintain a high loyalty to their craft unions. This is partly due to the health, social security and pension services and the social institutions that these unions offer. The introduction of a specific business card is considered to be the main regulation of the new agreement and constitutes a permanent requirement of workers in this sector (CY0807039I). In particular, the MLSI will issue all workers in the industry with an employment certificate covering each worker`s occupation. The trade unions believe that this is a necessary condition for combating undclared work and will also contribute to the introduction of necessary professional qualification standards for those who wish to work in this sector.
