The Teamsters have a long-standing multi-employer bargaining relationship with the Cannery Council, a food processor association with branches in central California, including Del Monte and Heinz. The last collective agreement increased the salaries of the 12,500 employees by more than 10% under the agreement.35 With business consolidation and more automation in the sector, the Cannery Council agreement covers far fewer employers and workers than before. At one point, the agreement included up to 50,000 workers, but it only covers 25% of that figure. However, Mr. Visser (2016) argues that even the ICTWSS estimates should be viewed with great caution, since many workers are indeed covered by old agreements whose salary floor may no longer be binding, since they are probably below the minimum wage (but non-wage wage conditions are still in effect). This is what Fougére et al. (2016) report for France. Naumann (2018) notes that in 2013, at least half of Portugal`s collective agreements are more than eight years old and about 30% of employees have not renewed their contracts since 2009. For example, while similar calculation problems arise in France, in the Netherlands, expired contracts are removed from the register and are no longer counted (one year late). Recently, the union concluded negotiations for some 75,000 commercial cleaners on the East Coast.
The New York agreement alone involves 22,000 commercial cleaners.32 The union negotiates with a multi-employer association or with employer groups, and its agreements bind signatory employers in all cities where the union has local agreements. In other words, in the New York agreement, for example, New York employers agree to abide by the Philadelphia collective agreement when they work in Philadelphia. In recent negotiations, SEIU Local 32BJ has gained substantial wage increases, pension improvements, new protection against sexual harassment and much more. Employers also agreed to a union recognition procedure for cleaners in Miami, opening the door to extending the protection of collective agreements to 1,500 additional building cleaners in miami. Money is the lifeblood of most social institutions in American society, including labor organizations. Unions need a steady flow of revenue to support staff and provide alternative services. Given the complexity of the legal environment of public workers` organizations, they generally depend to a large extent on specialized legal services. The royalty review, in which dues and union rights are automatically deducted from workers` wage cheques with their permission, allowed most unions to transfer their resources from basic income and instead relied on the employer`s payroll services to deduct and transfer funds with the agreement of each member. Of course. Even states such as North Carolina and Virginia, which prohibit collective bargaining, have authorized the removal of fees (although North Carolina abolished control rights for public employees in 2012 and joined Wisconsin in 2010 and Michigan in 2012 for school employees).
